Misbrug af midler i MS' programlande

Som offentliggjort i MS' trykte skriftlige beretning til generalforsamlingen den 27. september 2009 har der foregået misbrug af økonomiske midler i MS' programlande som anført her nedenfor.

I Mozambique har partnerorganisationen FECIV svindlet med midler for 25.244 kr. Partnerskabet er nu afbrudt. Der er håb om at få pengene tilbage.

I Mozambique har partnerorganisationen FONGA forfalsket bilag for 6.409 kr. De er senere tilbagebetalt, men resultatet bliver formentlig afbrydelse af partnerskabet.

I Uganda/Sudan har partnerorganisationen SHRA svindlet med 25.000 kr. MS-Uganda planlægger sin reaktion sammen med en advokat.

I Uganda er den nye MS-partner ACTADE taget i svindel over for OXFAM. Der er ikke afsløret svindel over for MS, men partnerskabet bliver formentlig afbrudt.

En tidligere ansat ved et af MS' landekontorer har i en periode uretmæssigt modtaget et løntillæg på 128.000 128.000. Det er ikke lykkedes at indgå aftale om tilbagebetaling, hvorfor sagen er anmeldt til politiet.

MOZAMBIQUE

Amount: DKK 25,244
Situation:
During 2008 MS Mozambique realized that several receipts from the partner FECIV had been duplicated in the justification of expenditures. An investigation was carried out which revealed that FECEV no money had been deposited on the MS bank account and that no receipts for the use of the funds where present.
Action taken:
MS Mozambique has terminated the partnership with FECIV. MS has reported the organization to the police on 14th January 2009. On 22nd January MS sent a letter to FECIV claiming reimbursement of the funds. The funds have been posted in MS Mozambique’s 2008 accounts as a provision to be recovered in 2009, as there is still a hope that the funds will be recovered.

Situation:
MS Mozambique became aware of the fact that documents delivered by the Director of the partner organization FONGA had been forged.
Action taken:
In January 2009 the funds where reimbursed to MS Mozambique. On 20th January 2009 FONGA delivered an internal report on the situation. MS Mozambique has decided not to accept the conclusions presented in the report, and the possible outcome of the case is a termination of the partnership and reallocation of the Development Worker.

UGANDA

Amount: Approx. DKK 25,000 
Sudan Human Rights Association (SHRA) has partnered with MS Uganda since 2005/06. In 2008 MS Uganda got a suspicion that SHRA was mismanaging MS Uganda funds. MS Uganda immediately stopped disbursing funds to SHRA and initiated an investigation. The investigation concluded that SHRA embezzled MS Uganda funds falsifying receipts on a computer. MS Uganda together with her lawyer is working on a plan for the action to be taken against SHRA.

ACTADE is a new partner to MS Uganda (1 year agreement since January 2008) related to the Trade Empowerment component. Recently, OXFAM GB Uganda contacted our Uganda director informing him that ACTADE had embezzled OXFAM funds for around 10,000 USD, and that OXFAM had terminated their relations with the organization and intended to take legal action against them. 2008 was a test year for MS Uganda with ACTADE. MS has invited the organization to discuss the issue with them, but will most likely not continue its planned collaboration with ACTADE. Please note that MS Uganda has NOT noted any mismanagement of MS funds. On the other hand, MS does not want to associate with partners, who apparently has embezzled funds from other INGOs.

Nilo Plo was a new MS Uganda partner (1 year agreement since January 2008) related to the Trade Empowerment component. During implementation MS Uganda realized that the financial management in Nile Plo was unprofessional and that there was limited will to improve the existing systems and behaviour. After a series of meetings and discussions MS realized that it would be a waste of both financial and human resources to continue the collaboration with Nile Plo. MS Uganda has terminated its partnership with the organization agreeing on a fast and mutual acceptable phase-out strategy. There has been no evidence of direct embezzlement of MS funds – only the issues mentioned above.
