What is Civic Education in BLD?

Civic Education for Local Democracy is a set of methods and materials, which allows ordinary people – poor and rich, women and men, young and old - to get the capacities they need for creative and critical engagement with the state.

Why do we need a Civic Education programme?

A democracy of cause needs rules and regulation in order to work in a democratic way. But these laws are just dead papers, unless they are give life by people. The rules must be used and followed by people to have any effects, but even so, they can easily become dead rituals and boring meetings dominated by the few. The real important thing in giving life to the democratic rules and meetings is people’s active and democratic participation. But may don’t have the skills and will.

Therefore we should give as many of the adult citizens as possible the opportunity  to understand the state as ‘ours’, to know their rights and duties in a democracy, to get the capacities to form political opinions, to debate and to influence decision-making on many levels and to keep an eye on the performance of the government.

Civic education therefore aims at giving people the capacities for practicing democracy – bringing it to life. Unless people have these capacities, there is no way that the decisions made by democracy can reflect the aspirations of the people, including those of the poor. Rather it will reflect the aspirations of the few.
