The poorer you are the more you pay
It is the poor people of Zambia that pay the highest price of corruption in Zambia. According to the National Governance Baseline Survey Report low income households pay at least 5 percent of their income in gratification to the ZRA Customs. Tax and VAT divisions combined. In comparison, middle and high income households pay less that 1 percent of their income in gratification to service providers. This suggests that corruption may be hurting low income households more than their middle and high income counterparts.
