Software for Democracy

Civic Education for Local Democracy is a set of methods and materials, which give people options for getting the capacities they need for making government practices reflect their aspiration and the law.

A democracy needs rules, regulation, committees etc. But these laws and structures are just dead papers and rituals unless they are give life by people. Democracy is ‘rule by people’, and if the people do not have the capacity and will to engage in the rule, we have an empty house, a skeleton without muscles.

People were not brought up with democracy, and it is therefore important to give as many of the adult citizens the opportunity to know their rights and duties in a democracy, to understand the state as ‘ours’, to get the capacities to form political opinions, to debate and to influence decision-making on many levels – starting with the local.

So this is the purpose of our Civic Education programme: to give the citizens - poor and rich, women and men, illiterate and literate - the capacity to become the driving force in developing a living local democracy, which will pay off in better lives for majority.

MS Nepal has for some time been working with Civil Education but the development of methods and production of materials has picked up speed since mid 2009.

The first section of materials has already been used and tested in Palpa District to increase people’s engagement with the Participatory Planning Process.

The testing covered 22 settlements i.e. one full VDC and several hundred proposals we generated.

The initial impression in terms of ease of use of materials, ability to create active participation, capacities built and produce proposals has been good.  Based on a thorough evaluation better materials will be available for the planning process 2067.
We are now busy developing materials for improving the local services in health, education and Agriculture through people’s creative and critical engagement with the health care providers. These will be available for use by BLD partners and other organisations by April 2010.

The Topics
The materials will by the end of 2010 cover:
• Increasing People’s Engagement in the Participatory Planning Process, through Settlement level Planning
• Improving local services in Health, Education and Agriculture through Accountability and Engagement
• Tools for Accountability and Advocacy
• Strengthening people’s engagement with local representative bodies such as committees and boards
• Improving CSOs downwards accountability
• Strengthening Democratic Culture

The materials
The materials will consist of:
• Film with animations, documentaries, interviews and theatre
• Radio programmes (also available on tape)
• Posters
• Songs
• Newspaper articles
• Facilitator’s Handbook
• Resource Book

Training
• The CE staff will provide trainers for courses in how to use the materials
