MS ActionAid Denmark supports building local democracy in Mozambique by empowering poor people. We also support the fight against corruption and teaching democracy in schools.





Active participation promotes democracy

Although Mozambique has experienced a period of economic growth after the end of civil war in 1992, the country remains one of the world's poorest. Most severe is the situation for women and young people in rural areas who live in extreme poverty without public services.

MS is working to improve living conditions for poor and marginalized in developing local democracy. This is done through strengthening civil society’s capacity to participate actively in democracy, so it can monitor and influence the local authorities at district level. MS is working to support civil society organizations with the necessary knowledge and tools so they can be transform information into action. MS has partnerships with organisations that can enhance individuals' influence, and are able to reach the poor groups in remote areas.


How we work

MS is working to:
- Improve the dialogue between local organisations and groups and local authorities.
- Monitor local authorities' initiatives to combat poverty.
- Include the needs of the poor in local agendas and budgets.
- Monitor districts' financial statements.

We also support

Anti-corruption work.
Corruption affects the poor because it undermines public services in areas such as education and health. MS supports organisations and networks to combat corruption. It happens by working for transparency and access to information, for instance by monitoring the budgets within the educational sector and the health sector through awareness campaigns.


Teaching Democracy.

For MS, democracy is a way of life that starts at home and in schools. MS is working to put democracy on the agenda in primary school so that future generations can grow up with an understanding of democracy and active participation in society. MS is working to secure that young people's needs and wishes are heard and that they are active in local councils.

ACUDES came into being in August 2003 as a group of young activists from Inhambane Province, who promote debates on various issues of interest to young people and take the initiative to implement cultural and recreational activities.


ADPP-EPF-Inhambane is an institution devoted to basic level teacher training, which was established by “ADPP – Associação Moçambicana de Ajuda de Povo para Povo”. ADPP has its head office in Maputo and is an aid organisation based on the concept of humanism in solidarity.


AMOPROC is a non-profit, national organisation, legally formed in 2003 by teaching staff, students and community members on a voluntary basis, which has 5 years of experience with the implementation of programmes that aim to promote activities that increase the level of participation by ordinary citizens.

The Mozambican Christian Council (MCC) is a religious organisation that brings together those Christian churches in Mozambique that accept its statutes and do the same kind of work. MCC has its main office in Maputo and has provincial delegations in the country’s provinces as well as representations in some districts. In this case the representations in Inhambane and Gaza provinces are in Maxixe and Chibuto, respectively.

The Provincial NGO Forum in Inhambane Province was established in 2002 as a forum to coordinate civil society initiatives in Inhambane Province. The Forum is made up of a number of different national and foreign organisations that are working within different areas of development in the province. FOPROI works in coordination with the member organisations to alleviate absolute poverty in the province, and is especially focussed on the following thematic areas: Good governance, human capital development, and economic development at provincial and district levels.

The Mozambican Group Against Debt (GMD) is a member organisation with a type of structure equal to that of an alliance, which brings together civil society organisations of various origins and thematic interest areas. It also brings together academic institutions and individual members with rights and obligations in order to fulfil its mission. The alliance has a five-year strategic plan, in which the work strategies, mentioned below, have been stipulated. Through three-year plans as well as annual plans, the strategic plan is operationalised by an executive team composed by the individuals, who make up the secretariat.

The Theatre Group of the Oppressed (GTO) is a non-profit cultural association, which was created in 2001, and was legally recognised by way of a public deed of July 15, 2003, published in the Official Gazette no. 4, 3rd Series of January 24, 2007.


The Mozambican Human Rights League in Gaza is a non-profit humanitarian organisation, recognised as an independent legal entity with administrative, financial and patrimonial autonomy.

ONP/SNPM is a national organisation with teachers and non-teaching staff within education and culture, who are interested in developing quality education for all, as its members.

ORAM is a non-profit association, with farmers and persons committed to their cause as its members, which is working towards the aim of defending farmers’ rights and interests.


Sociedade Aberta is an association for young professionals and newly graduated students established with the aim to make the academy available to the community. It makes research and promotes community development models, and is especially involved in areas like good governance, human rights and social justice.

UDEBA-LAB is a non-profit, technical-scientific, cultural and social association with administrative and financial autonomy. Through investigation-action UDEBA-LAB is involved in the development of basic education, where it stimulates and promotes participation, outspokenness and collaboration from all interested parties. UDEBA-LAB is a national association, and is as such authorised to develop its activities in all parts of the country, where it can open delegations and other forms of representations.
