MS Uganda Strategy paper 2008-2012

Excerpt from the Strategy:
The situation analysis and choice of themes within this Country Programme Strategy (CPS) have been made in the light of the new Democracy focus. And the CPS is conceived as a framework for upholding the fundamental values and implementing the central MS policies as presented in the MSiS policy paper, ‘Partnership against Poverty’.
MS, then, sees democracy not only as a value in itself but also as a key means for achieving poverty reduction. In addressing democracy issues, MS has identified a set of five themes or ‘focus areas’ – and each country or regional programme will be working with a maximum of three of these. However, all country programmes will take up the core theme of Building Local Democracy, and 50% of each MS country office resources will be allocated to the component dealing with this theme.
The other four focus areas are: Land Rights, Anti-Corruption, Conflict Management and Peace Building, and Fair Trade. So each country or regional programme can select a maximum of two of these, and at least 30% of all resources should be allocated to them. Finally, 20% of programme resources may be allocated for innovative and country-specific activities.
For the past year, MS Uganda has been involved in formulating its CSP. It has been developed through a participatory process, starting with an evaluation of how the MS Uganda Policy Paper 2001–2006 had been implemented – and how lessons learnt could be applied in the new CPS. There have been a number of consultative meetings and thematic workshops, where stakeholders (the Policy Advisory Committee, partners, development workers, consultants, staff members and CSO representatives) were able to make inputs to the formulation process.
