12. May 2009The Objective and Role of the Policy Advisory Council
The objective of the consitution of the Policy Advisory Council (PAC) is to establish a mechanism to facilitate dialogue and consultation on policy and strategy related matters between MS Zimbabwe as an organisation and its development partners, development workers (DW's) and selected 'resource persons'within Zimbabwe.
Integration and influence
MS believes that sustainable development is only achieved if based on local participation and involvement of partners and beneficiaries themselves. MS' partnership approach therefore aims to integrate partners and enable them to influence MS policies through local bodies such as the Policy Advisory Council (PAC).
Eradicating poverty, promoting democracy
The PAC shall follow and discuss key policy issues related to Zimbabwe with regards to eradication of poverty and promotion of democratic processes and practices, and the inclusion and participation of the poor in decision making relevant to their lives.
Develop new ideas
Based on such analysis, PAC shall review past experiences, develop new ideas and provide suggestions on implementation of the global MS policies at country and regional level and will not be involved in issues related to managerial and administrative matters.
The PAC in practice
The PAC shall discuss and advise on developments in the national institutional and policy-related framework in the country and specific contextual and political development with relevance to the work of MS Zimbabwe. The PAC shall give strategic advise to MS and shall be consulted on and give feedback to:
- Country programme strategies
- General programme development
- Programme reviews
- Annual reports
- Lobby, advocacy and information work
- North-South dialogue and South-South dialogue
- MS/AAI merger process
Who's in the PAC
The PAC should be composed of different stakeholders in the local MS-programme:
- Partner members
- Independent advisors
- Development workers (DW's)
There are a total on nine members in the MS Zimbabwe PAC, consisting of three partner members, three DW membersand three independent members.
