Letter from the Director
Are we in or out?
The Country Programme Strategy (CPS) for MS Tanzania for 2008–2012 has
been completed and I know that for many of the partner organisations the big
question is: Are we in or out?
The strategy has a special focus on seven districts: Njombe, Mbeya Rural, Kibaha, Kisarawa, Kiteto,
Simanjaro and Kilindi. MS Tanzania has partner organisations in all of these districts but will in some districts seek additional new partners where the focus themes need strengthening.
For partner organisations not working in any of these districts the on-going partnership agreements will be fully honoured and any phasing out will be negotiated and well planned. We
are not terminating any partnership abruptly with reference to the new district
focus, but in the long term we are also not going to have very comprehensive
partnership agreements outside of these districts either.
For those partner organisations that are categorized strategic partners, or
have a regional or national coverage, the district consideration will not be
the only determinant for possible continuation. Here we will as always in each
case assess to which extend the partnerships are in line with MS policies and
strategies.
The CPS will be
implemented from January 2008. It will, however, of course not be possible to
implement all components of the new strategy from day one. It will take time
to plan and develop the new district programmes and it will involve a lot of
talks and negotiations with all of our partners to define the details of the
programme.
Strategy
Planning Meeting in early December
We will invite the partner representatives in the three Topic Teams for a strategy
and planning workshop to develop the plans for 2008. At the same time we will
invite the partner organisations working with land rights for a planning workshop
on how MS Tanzania is going to work with this theme.
During 2007 we
have got at lot of experiences with the Topic Team approach – and by and
large I think we can conclude that we have come a long way towards making MS
Tanzania a more needs-responding organisation. The new CPS will possibly require
some adjustments and fine-tuning in our way of working but I am confident that
we have created a strong foundation for implementing the CPS.
Through continued
dialogue and collaboration with our partner organisations we will be able to
produce the intended output – and will be able to support our partner
organisations in meeting the ever increasing demands from citizens seeking better
lives and better communities.

Topic Team Up-date
Topic
Team 1:
Topic Team 1 met
on October 3 to review the period of the past three months where a lot has been
achieved. From July 2 to 5, we trained YPC in Kibaha and TAYODEA committee in
Tanga on QMC and Financial issues. Between July 9 and 12 we visited UVIMTA for
training on QMC and general monitoring. The team has also effectively participated
in the strategic planning workshop for TMWDO which took place in Arusha from
July 16 to 20. The team also carried out training on QMC and Financial issues
for Morogoro Paralegals, TYC, VVT, TAWLAE and Mapambano Centre for Children
Rights between August 6 to 10. We have also run a training session from August
21 to 23 in Morogoro on Results Based Management that had a purpose of improving
the planning, implementation and monitoring capacity of our partners where 12
partner organisations attended. The team plans to run another workshop on Board
Development. Four participants have been invited from six organizations, namely
KINNAPA, ACT, TAPGHO, TMWDO, UVUKI and MVIWATA. The training will take place
in Morogoro from October 22 to 24, 2007.

Topic
Team 2:
The Topic Team
2 has continued the mapping exercise where the intention has been to identify
opportunities for MS partners’ involvement in Topic Team activities. The
chairperson of the team in collaboration with a Danish trainee attached to the
team have visited ACT, UVUKI, JEBA Society, AVRDC, TAPHGO, MWIWAMO and TMWDO.
Next meeting is
not yet scheduled.
Topic
Team 3:
The Topic Team
3 carried out a workshop on October 8 where partners gave inputs for the creation
of a gender strategy for MS Tanzania. The team is also working on producing
a strategy for youth. Training has been planned on Baseline Study and Research,
and tool boxes are being made. Training is to be carried out targeting one partner
organisation in November. Training on web site maintenance focusing on the partners
who have had a web site created via MS Tanzania will be carried out this week
at MS TCDC. A questionnaire to monitor the impact of the training already given
on communication are to be sent to partners which participated. The topic team
is also working on making the tool boxes accessible via the MS Tanzania web
site.

The MTV Programme:
Volunteers have participated in the Global Platform in Zanzibar for one month
just before arrival, and six are coming straight from Denmark. The volunteers
will work and be placed as below:

Financial Management Handbook
The Financial Advisor, Liisa Riihimaki, has been reviewing and updating the
MS Financial Manual for partners. The MS Programme Section and Administration
have given their comments on the draft document, and the final draft is expected
to be completed soon. Once it is ready it will be introduced to partners. Liisa
has also looked into computerized accounting software and can now support partner
organisations in making informed decisions when selecting appropriate software.
New
accountant
Hagay Maleko will take up the position as accountant on October 15 after Restituta
Caesar. Hagay Maleko comes from a job as an accountant in a Danida supported
programme.
New administrator
Anne-Marie Kjerulff is taking over from Mikkel who is leaving for Denmark in
December. Anne-Marie was MS Zambia’s Administrator from 1992 to 1996 and
has worked in the Administration Department in MS Denmark, too. Since then Anne-Marie
has worked as Head of Secretariat at a research institute in Denmark on financial,
administrative, and IT management. Anne-Marie worked thereafter within the Public
Employment Service and the European Labor Market (EURES) as a Human Resource
consultant. Anne-Marie is married to Ole. They will go to Tanzania by the middle
of November. Their four adult children will not join them. Anne-Marie will with
her overall administration and HR skills and her strong commitment continue
the good work at MS Tanzania done by Mikkel.

New Gender
Strategy
MS has just launched a new gender strategy focusing on a more enhanced approach
concerning equality between men and women. The strategy has introduced a demand
for 50% representation and a clear management responsibility. Find the strategy

New
Chair Woman
At MS’ Annual General Assembly in September 2007, scient. pol. Trine Pertou
Mach, 37 years, was elected as the new chair woman of MS. She is taking over
from Soeren Hougaard, 52 years, who leaves the board for working in Africa for
the Danish Red Cross. Trine Pertou Mach has been engaged in international politics,
development and the EU for several years. She has previously worked for EU,
MS, and Dan Church Aid. The Vice Chair Woman is already known to MS Tanzania
- Berit Asmussen, 42 years, participated in MS Tanzania’s Annual Meeting
this year.

Action
Aid and MS? - Have your say!
At MS’ General Assembly September 9 MS adopted a Rolling Annual Political
Plan 2007-2008. A key element in this plan is the decision to investigate and
negotiate a possible affiliation with Action Aid International during the coming
year – to be finally decided at MS’ next General Assembly. MS has

Stand-up
Against Poverty
In the countdown to World Poverty Day on Tuesday 17 October, 2007, millions
of people around the world are setting World Record for the most number of people
to stand united against poverty in a 24 hour period. In Tanzania, thousands
of slum dwellers are expected to join a rally and attend an anti-poverty concert.

Day
