The Policy Advisory Board eyes on the post conflict situation

In the Policy Advisory Board, PAB, meeting held April 2005 in Kampala, among the themes discussed was MS Uganda’s application to the Danish Ministry of Foreign Affairs. The project is concerned with civic education on the peace agreement, good governance, human rights, democracy and conflict resolution. The application is written on behalf of MS and its partner organisations, Needs Service Education Agency, NSEA, Education Access Africa, EAA, and Sudan Human Rights Association, SHRA. PAB advised Chairperson Norah Winyi Matovu who was to attend the MS Annual Policy Meeting in Denmark to influence for the opening of an MS office in southern Sudan.

The board also dealt with the concept paper on decentralisation for Koboko and Apac. Its goal is to strengthen the Apac and Koboko NGO Forums in order to increase participation in good governance, advocacy activities for efficient and effective policies, programmes and services in their respective local governments. PAB members advised that MS should find out the agenda of civil society in Apac and Koboko and how to intervene to change civil society from only doing service delivery to also being advocacy organisations.

In the first 2005 meeting held in conjunction with the Annual Meeting in Jinja, PAB was mainly concerned with the constitution of the new PAB. Also a new independent member, Assumpta Ikiriza Tibamwenda was accepted to serve on the board. She works with the Ministry of Local Government on the decentralisation process. She was chosen to support the programme’s new decentralisation component.
