Participation is the key word

The MS Uganda 2008 – 11 Country Programme Strategy (CPS) is finally off the drawing board. Its implementation is intended to contribute towards poverty eradication which is the ultimate goal of MS Uganda’s work.

The main focus to the CPS is democracy, and MS Uganda will unfold the focus by working with three thematic areas; ‘Building local Democracy’, ‘Anti-Corruption’ and ‘Trade Empowerment’. To realise the aims of the CPS, MS Uganda’s partners and other stakeholders will have to take on one particular thematic area.

The thematic component ‘Building local Democracy’ is prioritised to take up 50% of all our resources, manpower as well as finances, during the coming four years. We have to put a lot of effort into it to succeed. This is why we have chosen “Citizens engagement in local Democracy” as the them of our Annual Meeting 2008 and of this newsletter. Just like it takes two to tango it takes everybody’s involvement to build a well functioning local democracy. Everybody’s input counts.

Improving the quality of service delivery in the sectors of health, education, security, environment protection and road networks will bring better livelihood to the majority of most ordinary Ugandans. But this can only be achieved if we all play our part.

As residents of our communities it is important to know the roles and responsibilities of our political leaders and the administrative official of our local governments. It is difficult to hold a leader accountable when you do not know the forums in which a concern can be addressed you have to know the planning cycles of the local government and what obligations you as a citizen have towards your local government. I hope this newsletter will inspire you to be part of building local democracy in you locality.

Let me also take this opportunity to welcome the new MS Sudan Programme and acknowledge the good cooperation that we have had with our Southern Sudan Partners. We thank you for being part of the foundation laid for the new MS Sudan Programme.
