On 3rd December 2019, a big step towards achieving one of the major goals of the Africa We Want Project was achieved when a training on the African Charter on Democracy Elections and Good Governance (ACDEG) for the Ugandan MPs was successfully completed. The training was conducted by Action Aid Uganda in partnership with the Institute of Parliamentary Studies. The aim of the training was to create awareness of the existence of the ACDEG and its principles as well as – more specifically – raising awareness of the fact that ACDEG has been signed by the President of Uganda but has not yet been ratified.
Project organizations
The Civil Society Organisations collaborating in the project “Mobilising Civil Society Support for Implementation of the African Governance Architecture” include:
ActionAid in Denmark, Ghana, Nigeria, Mozambique, Zambia, Tanzania, Uganda, Sierra Leone and Zimbabwe
West African Civil Society Organisations’ Forum (WACSOF), Media Foundation for West Africa (MFWA), East African Civil Society Organisations’ Forum (EACSOF), SADC Council of Non-Governmental Organisations (SADC-CNGO) and Mass Public Opinion Institute (MPOI).
The Legal Department of the Parliament unpacked the ACDEG article by article, explaining its relevancy to the current legal context of Uganda. Senior Legislative Counsel of the Parliament of Uganda, Mr. James Angura, noted while making his presentation that “The ACDEG is in parametria with our constitution and therefore there should not be any fear of it contradicting any legal framework in Uganda.”
The MPs expressed their appreciation to Action Aid and partners for engaging them on the ACDEG. Subsequently they pledged support to push for the ratification and implementation of ACDEG. Specifically, MP Hon. Winfred Kiiza committed to move a motion on the floor of the house to ask the Cabinet to ratify the ACDEG. The other MPs also committed to support the motion when it comes to the floor of Parliament, and they called for the continued support of Action Aid and other partners.
Action Aid and other partners will follow up with the MPs and the office of the Legal Affairs and the Clerk to Parliament to ensure that the motion comes to the house.
With this training the advocacy of the ratification of the ACDEG has taken a big step towards reaching one of the major goals of the AGA and the Africa We Want project.
